There are several methods to soundproof a room with Mass loaded sound barrier;
Pre Construction using MLV vinyl and rock wool or Roxul stone wool as illustrated in the graphic below, place rockwool between the 2 X 4's then place Mass vinyl barrier over the studs, finally placing a layer of sheet rock as the final layer. STC values listed in illustrations below.
Can be used for, ceilings, walls & floors. One deviation of this method is; using resilient channel.
Post Construction you would need to place furring strips double thick 16" on center, then place 1" Rockwool in-between the furring strips then place MLV vinyl - over the studs, finally placing a layer of sheet rock as the final layer.
